Participants
The Montreal PAHO/WHO Conference on Intellectual Disability, held on October 5 and 6, 2004, brought together 75 invited guests from the territory covered by the Pan-American Health Organization (the Caribbean, South America, Central America and North America ). Among these participants were representatives of various levels of government, medical and health authorities, lawyers, parent leaders in the field, and people with an intellectual disability, as well as academics and noted researchers . There were also representatives of the World Health Organization ( Geneva ), PAHO (Washington) and other WHO offices.
Together they adopted and signed the Montreal Declaration on Intellectual Disabilities. This Declaration represents a statement of principles and standards designed to guide international organizations, public authorities and civil societies in their endeavours aimed at insuring that the rights attendant to full citizenship are granted to individuals with an intellectual disability.
The Montreal PAHO/WHO Conference on Intellectual Disability was organized by the West Montreal and Lisette-Dupras Readaptation Centres in collaboration with the Montreal WHO/PAHO collaborating center and with the help of the Fédération québécoise des centres de réadaptation en déficience intellectuelle , the Ministry of Health & Social Services of Quebec, the Office des personnes handicapées du Québec and the Canadian International Development Agency.
